There is no technical reason why you can't make an 8 bit CPU at GHz clock speeds. You can make a 32 or 64 bit one, so you just reduce the bus width. Unless laptop cpu's are that much different, it shouldn't be stuck at 2.7ghz under load with all 4 cores active, that's not how turbo boost works.
